Strengthening Community Resilience: New Opportunities

On August 6th, 2025, Vladyslav Shelokov, President of the Angels for Ukraine Charity Foundation, participated in the interregional round table titled “Building Community Resilience Amid Armed Conflict Through Support for Local Initiatives: Experience and Partnerships.” The event, held at CITI Hotel Residence in Kyiv, was organized by the Center for Civilians in Conflict (CIVIC) with support from UKaid and the Government of Canada.

This important gathering brought together regional development agencies, local community leaders, civil society organizations, and humanitarian actors to exchange best practices and forge new partnerships aimed at strengthening local security and resilience.

Sharing Experience, Building Partnerships

Vladyslav Shelokov’s participation underscored Angels for Ukraine’s commitment to empowering communities affected by conflict. During open dialogs with participants, he presented the Foundation’s recent work in Holmynska community, where initiatives focused on the provision of direct support to the most vulnerable people, psychological resilience, infrastructure safety, and youth engagement have made a tangible impact.

His remarks emphasized the importance of:

  • Localized decision-making in humanitarian programming
  • Transparent distribution of aid to build trust and accountability
  • Symbolic storytelling to foster emotional connection and community pride
Toward a Security Assembly of Communities

The round table also introduced CIVIC’s next steps in forming a Security Assembly of Communities—a collaborative platform for addressing local safety challenges. Angels for Ukraine expressed interest in contributing to this initiative, highlighting the Foundation’s experience in cross-sector coordination and trauma-informed care.

Practical Tools for Impact

During the event, Vladyslav Shelokov met with representatives of partner communities: Ihor Kaschavtsev, Deputy Head of the Chuhuiv City Territorial Community, and Andrii Oleksiienko, Chief specialist for the investments of Kholmynska Village Territorial Community. Mr. Shelokov discussed the ongoing projects’ preparation to support partner communities in making them safer. 

He also joined fellow practitioners in refining proposals that align with community needs and donor expectations. The session reinforced Angels for Ukraine’s strategic focus on:

  • Evidence-based project design
  • Scalable models for resilience
  • Inclusive stakeholder engagement
