Ukraine’s Humanitarian Crisis Deepens: An Urgent Call for Sustained Support
As Ukraine enters the fourth year since the full-scale invasion began in February 2022, the humanitarian situation continues to deteriorate with each passing month. In July and August 2025, 45 incidents impacting humanitarian access were reported, 31 of which were linked to active hostilities. These attacks not only endanger civilian lives but also severely hamper the delivery of life-saving aid to those who need it most.

Food needs remain a significant concern in front-line oblasts and northern border areas. Nearly one-third of the households in front-line and border oblasts have identified food insecurity as a primary concern, according to a joint food security assessment by WFP, FAO and the Kyiv School of Economics issued in May 2025. The war has led to devastating economic consequences, with food prices soaring and farmland becoming unusable due to ongoing hostilities.
Essential Services Under Attack
Access to essential services such as health care, clean water and heating is increasingly difficult not just in the oblasts along the front line but across the country. Critical infrastructure continues to be targeted, leaving communities without basic utilities during harsh winter months. Nearly 2.6 million people among them accessed emergency water, sanitation and hygiene services, including water supply and support for local water supply infrastructure.
Displacement and Protection Needs
The human cost of displacement remains enormous. Massive displacement continues as people flee from their homes amid escalating and intense fighting along the front line. Protection services reached over 657,000 people, including almost 400,000 children who require specialized care and support during these traumatic times.
